Raymond S., also known as Cipher is the Leader of the Techno Rebels. Hs a brilliant yet emotionally scarred hacker in his late 30s to early 40s. Growing up in the harsh streets of Metropolis Obscura, he taught himself hacking using discarded electronics. After losing his family to gang violence, Cipher formed the Techno Rebels to fight against corporate and governmental control of the internet.
